Ifrane is a very nice city "town" in the Middle Atlas of Morocco. It is situated in the north center of Morocco. The word, "ifran" means caves. The first permanent settlement of the area dates to the 16th century. The average altitude is about 1,665 metres (5,460 ft). Because of its elevation, during the winter months, it snows. Ifrane is also the place where the lowest temperature was ever recorded in all Africa continent: -24 °C (was recorded in 1935). During the summer, a cool climate is experienced in Ifrane. The population of this nice small city in Morocco is about 13,000 (December 2008). Tamazight is the regional language for people in Ifrane but almost people there talk too Arabic and also talk French language. You will find many who talk English language.

Maroc : Des associations proposent au parlement de légaliser la culture du cannabis

La demande de légalisation du kif devient de plus en plus pressante pour le gouvernement. Après les parlementaires, un groupe d’associations marocaines a réalisé un projet de loi sur le sujet qu'il a soumis au parlement. Il estime le temps favorable.
Un groupe d’associations marocaines propose au parlement de légaliser la culture du kif. Leurs propositions sont contenues dans un document de 109 articles dont la mise au point a nécessité plusieurs années, selon les déclarations à la presse de Chakib Khiyari, membre associatif au nord du pays. Un exemplaire a été envoyé à chaque groupe parlementaire pour un examen, d’après la même source.
Contacté par l'agence de presse EFE, le député PAM Mehdi Bensaid confirme que son parti a bel et bien reçu le texte du groupe d’associations. Le parti devrait l’étudier en interne, car de nombreux membres du PAM sont favorables à la légalisation de la culture du kif, mais « uniquement à des fins médicales », vu que le kif s’avère être moins nocif que certains médicaments vendus en toute légalité. Et le PAM n’est pas le seul groupe parlementaire à le réclamer. L’Istiqlal et l’USFP ont soulevé la question en pleine séance parlementaire l’année dernière.
Une solution aux problèmes financiers du royaume ?
Pour les associations comme pour les députés, légaliser la culture du kif permettra de grosses entrées financières pour le Maroc. En effet, le cannabis marocain fait l’objet d’un gigantesque trafic à travers le monde. D’ailleurs les nombreuses saisis opérées à travers le pays et même à l’étranger en sont bien la preuve. Sur le marché européen uniquement, ce trafic génèrerait un chiffre d’affaire de plus de 100 milliards de dirhams.
Selon des statistiques récemment révélées au Parlement, un million de Marocains vivraient de la culture du kif. Au nord du Royaume, dans le fief de la culture de cette herbe, 75% des douars et 96 600 familles s’adonneraient à cette activité. Chakib Khiyari estime qu’au lieu de laisser ces populations à la merci des narcotrafiquants, l’activité pourrait être reconnue, structurée, ce qui générerait automatiquement des revenus pour l’Etat. Ce militant associatif estime que le temps est « favorable » pour la légalisation de la culture du kif. Fait-il allusion à la situation économique et financière du pays devenue critique ? L’on ne saurait le dire. Une chose est certaine, le gouvernement marocain est soumis à une pression de plus en plus forte pour légaliser la culture du cannabis.
